Ordlo Min Max lets you set minimum quantity, maximum quantity, and pack-size rules on your WooCommerce products. Rules can be set site-wide as defaults, then overridden on individual products or variations where you need different limits.

Ordlo > Min Max for site-wide defaults. Per-product rules are in the WooCommerce product editor.
